Please tell me this is satire.
The good news is, this is comic relief, if a little off-color.
The bad news is, these people are dead serious.
Why not just attach electrodes to the relevant nerve points, and trigger the response over and over until either the batteries go dead, or the subject collapses of nervous prostration.
These half-measures get tiresome after while.
