A web site administrator upon request shall remove any comments posted on his or her web site by an anonymous poster unless such anonymous poster agrees to attach his or her name to the post and confirms that his or her IP address, legal name, and home address are accurate. All web site administrators shall have a contact number or e-mail address posted for such removal requests, clearly visible in any sections where comments are posted.
Why would that make any difference?
So they could give the department of Homeland security a list of all NY Freepers.

The New York State Legislature has seen fit, to attempt to expand its Nanny Statist control policies, beyond the boundaries of it’s geophysical border. Just as that wonderful Mdme. McCarthy, ever raising her dead victim husband, from the Long Island Railroad Shooter, in her attempts to abrogate her Oath of office, now, the NY State Legislature has titled all speech contrary to their opinions, as ‘cyberbullying’.
Only during this present Communist-led federal administration, could this have ever been raised as an issue of note, in the nation’s news carriers.

Whether or not this law passes (and its dumb) normal libel law would continue to obtain, and allow investigators to breach the walls of anonymity. In over ten years on FR I have not seen even the worst troll go railing on some real-life-named random John Doe or Jane Roe who isnt a public figure as would happen in cyber bullying. But if a troll did that and wasnt swiftly banned, Im sure Jim Rob would have been glad to point investigators to its email address and bid them good luck.
Libel law has only to do with printing something that is demonstrably not true. The anti-bully folks want to criminalize anything one says or does that another person claims makes him feel bad.
