He can be counted to be on both sides.

If you are a conservative, he will tell you he is against it.

If you are anything but conservative, he will tell you that he will carefully review and keep the ‘good parts’.

Does that answer your question?

I believe Romney would support it because he already created an executive order implementing the Kyoto Protocol in the guise of a ‘climate change’ action plan conforming fully to the UN framework(read government structure), the United Nations Framework Convention on Climate Change,or FCCC.

If you dig into his term as governor in Massachusetts, I am sure you will find many more executive orders and laws, aligning the state with UN protocols, frameworks and agendas.

History cannot be undone, whatever he says those laws and frameworks still exist and have not been rescinded. Any talk he makes about the Constitution is lip service.
