Don’t forget the Electoral College:Each State shall appoint, in such Manner as the Legislature thereof may direct, a Number of Electors, equal to the whole Number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or Person holding an Office of Trust or Profit under the United States, shall be appointed an Elector . . .Canceling the popular election would not cancel the selection of electors for POTUS. Presumably the congressional determination of the time of “chusing” Electors and of the day of their voting, has been done once and is not acted on quadrennially. So it would be a mere matter of each state passing its own law deciding who its electors would be.The Congress may determine the Time of chusing the Electors, and the Day on which they shall give their Votes; which Day shall be the same throughout the United States.
I don’t think Obama would be in a strong position in the state legislatures if he caused the elections to be canceled.
