You cannot credibly go back over a decade to the unprecedented chaos after the 911 attack and double guess George Bush on what he should have done.
He restructured our national security establishment based on the best advice of the times (too much by and to appease democrats unfortunately), to deter or deal with a follow -on attack, possibly a WMD attack, based on intelligence provided at that time
Establishing a new governmental department that depends on the person not the process is the dumbest thing one can do. Bush did more harm for liberty than he did good there is no arguing that from my perspective. As he traded free markets for tarp he traded our liberty for his notion of security
Next to Nixon he ballooned government departments like no other. It is completely reasonable to judge past decisions. Do I think his intent was bad... No he was just biased for security not liberty.
