It reads to me that Rubio acknowledges that Obama’s violating the Constitution and operating outside his authority but Rubio’s willing to let it slide.

Rubio is 100% in favor of EVERY illegal eventually getting citizenship. He can't come out and say it, but that is exactly the end result of the policies that Rubio supports.
