One suggestion for an easy solution...
Make him an offer--let him decide.
(1) Shave and wear a uniform in order to stand trial in the U.S.
(2) Don't shave --wear a robe and a silly little muzzy hat -- and be tried in Gitmo as an enemy combatant.
That’s a silly choice to give him. Obviously, he’d choose Gitmo, with their track record for releasing scumbags back into the wild.
