I know several gun store owners that save up their junk and “Saturday Night Specials” (Rossi, RG, Lorcin etc. that they either can’t legally sell, or will buy for a few bucks to get ‘em out of circulation), then when one of these “buy backs” is announced they’ll send a couple of their guys with boxes full of junkers to turn in.
