It means that she’s not insured. Dunno if Justin Walker had “Uninsured Motorist” insurance (I sure as heck do...), but that might be why she got the bills. There was no chance that Gonzalez could pay.

Dunno if Justin Walker had “Uninsured Motorist” insurance

Basic liability insurance is required by law in SC (for vehicles that you hold title, i.e. no lien), and it includes uninsured motorist provision.
However, tow coverage depends on your policy (I have it). accident cleanup seems like it should be covered by the at-fault party (and thus by uninsured motorist coverage).
So some of those bills might be paid for by the insurance if she submits them.
