The whitest parts of the US are definitely the most liberal, with 96% white Vermont among the most liberal along with states like Minnesota. There are a some exceptions in the West like Wyoming and a few others.

Bush was elected by the whitest parts of the country; without the “darkest” parts there is no Democratic Party. Vermont had (and may still have) the least blacks in the union; they are liberal because it is in somebody else’s backyard. Also, Vermont is fairly libertarian; government is very small there.
Wealthy whites are the same as Vermont whites; as long as they don’t see race issues they can embrace liberalism (though they REALLY want to abort blacks out of existence). White Dems have no love for blacks; they are used for votes while those Dems import Hispanics hoping for a more docile group (with less racial grievances/white hatred) to replace blacks.
