TOMBSTONE — Temporary repairs were made at Gardner Spring on the Tombstone water line, City Clerk George Barnes reported.
The Shovel Brigade organized earlier this month has hopes the repair will hold up during the upcoming summer storms, Barnes said.
Work involved on Friday and Saturday, June 8-9, redirected and lifted the waterline out of the flow path. There was also construction of a diversion to protect the line as much as possible. Barnes said 60 people did the physical work, which involved moving large rocks and debris, along with pick and shovel work.
The crew never made it to a second site that had been approved by the U.S. Forest Service where a damaged valve is leaking.
“It took 60 people two days to complete a work project that could have been done in two hours with the appropriate equipment,” Barnes said. “We have a lot more work that needs to be done up there, but we don’t have the permits from the forest service to go back.”
Currently, the City of Tombstone has been able to complete temporary, emergency repairs at three spring sites: Miller No. 1 and Gardner Spring in Miller Canyon and Head Spring in Carr Canyon.

Sounds like they need to post people with long guns as look outs and just bring in the equipment needed to do the job! Screw the US Forest Service!

Make them get physical if they are that stupid, outnumber them, record everything.
This is a massive project, to do it by hand will take thousands of man-hours over months.

Simply have the governor declare a state of emergency, which this is because it is the city's drinking water, and then notify the feds that anybody interrupting the work will be arrested.
I hear there are lots of holes in the desert.
I don’t recall that the Governor has said anything at all about this situation and continue to wonder why not. Seems to me that she could facilitate getting these repairs made pretty quickly. What’s one more lawsuit from BO and crew.
Look on the bright side; Obama finally figured out how to find and create a shovel ready job project.

The Governor should declare an emergency, call up the National Guard and make the repairs. If the Forestry Service interferes, arrest them and send them down to Sheriff Joe for re-education. They could be done with the repairs before Eric the Corrupt could get to court and sue. The state could do a couple “my bads” in public and tell Eric and the Forestry service to kiss off.
Gov. Brewer declared a state of emergency almost immediately after last year’s Monsoon flooding destroyed portions of the water system in Miller and Hunter Canyons in the Huachuca Mts. That state of emergency has never been lifted.

Short of openly defying the Feds, no, there isn’t anything she can do.
A lot of us wish she would send in the Guard. The Supreme Court refused to reverse lower court decisions in this case twice in the last 2 months.
