MIAMI (AP) -- A man who won a controversial ruling under Florida's "stand your ground" self-defense law has been fatally shot in Miami.
Police told The Miami Herald ( http://hrld.us/MU1Vhj ) that 26-year-old Greyston Garcia was killed late Tuesday by a stray bullet during a shootout between rival gangs.

What exactly is a “stray” bullet and what are the odds? I’ve never been close to a stray bullet.

I carried before I had my CCW, but was given pause when a local kid was a passenger who made the mistake of glancing at the car stopped next him, was shot & killed for his indiscretion.
The shooter apparently said “What you lookin’ at?” BLAM!
My thought was that there was no possible defense in that situation, so “does it make sense to carry?”.
Further consideration concluded that “I may not be indestructable, but I WILL be prepared!”
Sounds like BS police work and BS reporting.
In other words, like the article said, it came from a drive by shooting in the area bit NOT intended for the victim. This is what happens in a city like inner-city Miami. They have a large amount of crime, particularly gang and drug crime. Most of their crime is related to people distributing, acquiring, fighting over territory or trying to get money in order to acquire drugs.
Few people are out steeling and robbing for money to buy diapers and formula for their kids. Lots want money for smack, meth, or cocaine. We have a social service safety net to do those things.
Drug prohibition is a large cause of the violence and the need for so many paramilitary forces like S.W.A.T. and the ATF. Without these laws, the need for all that enforcement goes away.
Sure sounds like a 'White Hispanic" to me. Did anyone hear "That's for Trayvonn" or words to that effect at the scene?
Drug prohibition began 100 years ago. Its premise was that we would make drugs scarce and expensive. Today, even the poorest meth head can get his fix. And those who are too cheap to pay the drug dealer premium for distribution costs are figuring out ways to use ordinary things like bath salts and solvents to get their highs. This is nuts. It is time to crap or get off the pot. Either repeal drug prohibition or implement an effective drug prohibition regime that works and will greatly reduce the violence by systematically exterminating the dealer network from the roots up.
The only way to make drug prohibition work at an affordable cost is to implement two measures - (1) set up a death penalty for drug dealing and (2) set up an expedited appeals process for drug crimes that leads, for the guilty, from arrest through indictment, conviction, appeals and execution within five years or less. Far Eastern countries that do this have nugatory levels of drug crime.
The fact is that in a ‘free society’ the right to be intoxicated should only be stopped when it affects others in society. If some idiot wants to intoxicate with opiates, cocaine or bath salts. I could care less as long as they don't bother me. Once they infringe upon others rights and freedom, harsh punishments should be applied!
And that's the problem though. That "annoying drunk" or "loud drunk" could be considered to be such 'disturbances'.
I have, it cut a small tree off no more than 2 feet from where I was sitting. The report followed by about 1/4 second. Scared the crap out of me. I left that hunting spot and haven't returned.
When I lived there, (late 60's,) I saw a televised public execution of a heroin producer. I don't know if it deterred other H producers, but it sure stopped that one.

The harsh penalties here for drug dealing are not a deterrence. I think that is partially cultural - Thais are not noted for thinking ahead!
Ya, Organization skills and planning ahead seem to not be part of the culture. The food and cute girls makes up for much of that.
When Taksin first became PM, he declared a war on drugs. I lived in Pattaya at time. Shortly thereafter, bodies started showing up on the streets every morning - always shot. 3,4,5,6 of them, day after day. Not just Pattaya - throughout the country, but I remember one in Pattaya in particular, 'cause she was a grandmother.
I don't think it had anything but a very short term effect.
