He "won" his seat in the Illinois legislature by counting, recounting, recounting, and counting again until he "won".

The man is pure evil to the core. He has no soul.

Sorry. Brain bubble. The multiple recount was for his seat in Washington. He really didn't win at all. His cronies just kept counting until the numbers "claimed" he won. He pulled an Al Gore and got away with it.
