The headline is open to interpretation.
I take it and from the excerpt that the boy was found dead, and a 20 yr old has now been charged with abusing him, but not charged with his death.
I didn’t get that the perp was found dead.

Communication is the purpose of an 'article'. Making ambiguous statements seems counter to effective communication.
