Impeach him for what? Expressing his opinion?

No, for altering legislation. That is considering "penalties" which are not-a-tax to be, indeed, a tax.
As a member of the judiciary it is not his place to alter law, that is a function of the legislature.

You apparently don’t understand that he designated the tax as a tax—NOT a penalty. You might get your facts straight before you go calling for legal actions.
