And the only way to handle that in a fiscally prudent manner was to only have the poor use health care in life threatening situations. And in some cases, not use it all. To now give them universal coverage with no net payment, because a net payment is impossible, is to remove the fiscally sound barriers. They will be no net income from this. And if the feds take the penalty money and use it for the general fund, the insurers wont even see increased payments for their vastly increased costs. Insurers go bust and only the upper middle class and rich get health care.
We have quite a few new taxes in this law. Presumably 100% of the revenues go to the treasury and not to any regime slush funds.
That way when the money is spent Congress has to pass an appropriations bill identifying what is being spent.
I have no doubt there are some circuit breaker provisions in the law that allow revenues from a tax to be spent directly by the Secretary as she deems fit.
That is a total bypass of Congress, the Constitution, and the law.
