Off the books, black market and grey market, just like a third world country. No one’s prosecuting them, so it begins to seem that this is deemed desirable, although I don’t know why, given our current tax-happy control freak bureaucratic idiocracy.
You’d think they’d already shoved through a national sales tax or something. I’m sure that’s down the road, what with so much “revnue” left lying on the table.
