I believe it most likely that he was hoping that Romney could be held back longer so as to expend funds and delay any possible consolidation of support.
Only problem with your theory is Romney ads were being spent against Newt Gingrich and NOT against Santorum.
The Obama staffer was cheering for Santorum to do better in the debates, not Gingrich.
