ICE is the current name for the customs enforcement service discharged with the duty to combat child trafficking. The fact is Obama was in the legal custody of Catholic Social Services of Connecticut from 1971 until he reached the age of majority in 1979. As per State Department policy, Obama was informed near his 18th birthday he could rescind his US Citizenship renunciation if he took affirmative steps to obtain his U.S. Citizenship status.
For whatever reason, Obama chose to remain a Permanent Resident Alien in the U.S. until 1983 when naturalized. Proof of Alien registration and naturalization can be obtained with one page waivers of privacy signed and dated by Obama.
