These paving projects seem to fall into two categories:

Roads that don’t have a darned thing wrong with them.

and

Roads that are so bad people have been complaining for years to no effect, but suddenly they are at the top of the roster, four months out from an election.

I agree. I was commenting to my wife about one of the projects. I am more on the mechanical engineering side of things but I have common sense. They were repaving a road that has a small valley in it. Not huge, but enough to create quite the water problem when it rains. There is one drain there and it can’t handle it. Here they go repaving the road, and they did not add another drain. That made no sense to me. It’s a little thing, but one none-the-less.
