Dan Oates - the Chief and lead on site has stated that Holmes had a tactical helmet, throat guard, vest, crotch guard, leggings, etc. I think he had serious body armor not Halloween party stuff..
OK, I just saw that in an article. (The vest they talked about earlier, from tacticalgear.com sounded like just a canvas shooters ammo vest.) Wonder where the kid got the stuff. That's all restricted gear if it's real armor. It will be interesting to see the source, assuming they release it.
