Yep, when you hang a horse thief, you don’t necessarily do for the one horse, you do it dissuade anybody else thinking of it in the future.
This isn’t killing a horse thief. It is allowing the horse thief to fade from the headlines, while hanging the town where the horse thief grew up. I guess, so that other would-be horse thieves realize how bad it is to steal a horse.
