Zullo says twice that coding was a Federal requirement and he never mentions a separate Hawaii coding system.

Actually he does in this interview. He says Field 12b was a Hawaii coding. It starts about the 3:09 mark

This was an interview the day after the press conference.

So he says that the “Race of Father” code was a Federal code and the “Kind of Business or Industry” code was a Hawaiian code. That is what I said earlier, some of the fields appear to have been coded using Hawaiian codes others using Federal codes (post 134).

So why did they use the 1968 Federal codes in the video? He doesn’t explain that.

BTW, I found one other statement by Zullo to be interesting. He mentions an article by Bennett (2:23 mark) that he says “outlines these procedures”. I think he is talking about this article here

There is only a very general discussion about how BCs were handled and nothing about the certification numbering or the BCs being held and then batch numbered.

He also doesn’t mention the BC of the girl born August 23rd, 1961.

If BCs were held until the end of the month and batch numbered, why would they not use that BC also in their analysis?

Is the girl’s cert # lower then Obama’s and the Nordyke’s?

That would not fit the CCPs theory.
