In fact Russia is to blame for whatever Assad does because they supported him. Russia propped up his brutal genocidal regime and assisted him in massacring his own people. This was not a wise policy, but a stupid one and they have ensured that Assad will now be overthrown. When Assad falls it will be Russia's fault. Russia warns Syria against using chemical weapons
The Russian Foreign Ministry said Syria in 1968 had ratified a 1925 international protocol that bars the use of poison gases as a method of warfare.
"The Russian side proceeds from the assumption that Syrian authorities will continue to strictly adhere to the undertaken international obligations," it said in a statement.
