105 million Americans, over 1/3rd of the population, are enrolled in either Medicade or Medicare. ~55 million Americans are enrolled in Medicade, including ~25% of California residents in MediCal. A large proportion of those who qualify for Medicade neglect to enroll. That proportion is higher among Blacks and Hispanics. A Democrat telling them they can collect a benefit to which they were already entitled is not going to win any votes. Those under sixty-five who do not qualify for Medicade due to high assets or income can afford to purchase private health insurance. Those in that group, specifically blacks and hispanics who have jobs but choose to spend their income on things other than health care, i.e. cars, TVs, iPads, etc., and get their health care 'free', are the target audience for the Democrats.

ObamaCare is about free healthcare for working-age middle-class blacks and hispanics who think they have better things to do with their money than pay for their own healthcare and feel entitled to impose that burden upon the rest of society.
