They deserve to be stiffed. The article says that the Secret Service told them ahead of time they would not be reimbursed. They could at that time have told the people holding the event that the event would not be permitted because the city did not have the funds to support it.
Instead they let the event happen, and provided police support, even though they had been told that the Federal government would not pay for the extra police. Now they want to be reimbursed?
