Also the infrastructure that supports, assesses, and analyzes experimental aircraft is in the US; it’s much cheaper to test this aircraft at Pax River than fly it and everyone involved to Timbuctu or the South Pole or wherever the drone-phobics think it is acceptable to operate unmanned aircraft.

Pax River makes sense for a test area. I remember when they were testing the F-14 out there. They've done test work out of that facility for decades.

I am opposed, however, to the proliferation of drones for snooping randomly on American Citizens going about their everyday activities.
