After a 2009 state recommendation that Duval County schools remove a teacher from vulnerable students, he was reassigned to another elementary school.
Last week he was arrested on six sexual charges against a child.
One of the problems: neither the state nor the school district defined “vulnerable student population.”
And Monday, the state Department of Children and Families put the responsibility for defining the phrase squarely on the Duval County Public Schools.
Christopher Robert Bacca, Windy Hill Elementary School’s Teacher of the Year, was charged with three counts of sexual battery against a child under 12 and one count each of lewd and lascivious battery of a child under 16, lewd and lascivious molestation of a child under 12, and lewd and lascivious conduct of a child under 16.
In 2009, DCF found Bacca’s relationship with a student indicated “some harm to a child.” Bacca was in his second year as a teacher with the district and on an annual contract, which would have allowed the district to release Bacca without cause at the end of the 2008-09 school year.
Vicki Reynolds, the district’s director of human resource in 2009, said the evidence provided to the district in the Bacca case was not enough to fire him. It’s unclear whether the evidence was enough to release Bacca at the end of his second year. Reynolds did not return calls for follow-up questions.
Superintendent Ed Pratt-Dannals, who is on leave, hasn’t returned phone calls on the Bacca case since news broke last week.
Reynolds also said she didn’t know what DCF meant by “vulnerable student population.”

Police say one victim told police he showered with Bacca on several occasions while staying at his house. The victim says Bacca touched him inappropriately and performed oral sex on him on more than one occasion.

Then find out what department he teaches - If he teaches Science, close that Department for two years.
If he teaches a certain grade, remove the schools credentials to teach that grade. - Hey it works fairly for Penn State, right?

Perverts in America are now a protected species. The funny thing is. To be a species, the species must be able to reproduce. Nature did this for one simple reason. Nature does not like the perversion of homosexuality. Heck one cell organisms can reproduce.

In the case of Catholic priests, the majority of those cases were homosexual abuse of boys and young men.
Yet the media always spoke of that case as child abuse in general terms, without specifying who the victims were.
The same is true in the reporting of the homosexual rape committed by Sandusky at Penn State. There too, the media reported that as just child abuse.
It sure seems that the media does not want to report anything which would reflect badly on the homosexual community.
And it’s all part of their pushing homosexuality as some sort of “gay” lifestyle. The downsides of that lifestyle never get reported.
Acually, they’ve been lurking in public schools going back 100 years or more.

Just like Willie, the perverts who prey on young children will focus on where they are...in the schools. Until the teachers’ unions prioritize the safety of the children over pay and benefits and, yes, protecting its members, the problem will not be addressed in any meaningful way.
