I would hope none do, but there are many strange people out there. It doesn't help if they're in a position to influence laws and policy.
John “I’ve been to Viet Nam Kerry” may be dumb enough to believe the hoax. However, most people in positions where they can influence laws and policy, know it’s a scam but are looking to make a buck.
