So how/when did Exec Orders become the Third (and Dominant) house of Congress!? Like anything that gets abused they have to go. Has the Constitutionality of EOs ever been challenged?

Sure, Youngstown Sheet & Tube Co. v. Sawyer. But, as a whole, the GOP will not challege EO's because of the disturbing belief in the unitary executive theory and other forms of kingship.
