I believe most of the Africa command (maybe a few thousand total) is actually in Europe developing intelligence and contingency plans. There are a few hundred embassy security, ‘peacekeepers’ and observers scattered around too, I think.

US Army Africa Command is located in Stuttgart, Germany. It is a command headquarters only that “watches” events in Africa for those that may affect the US. It has NO actuall combat troops or deployable forces. Thus it is more of an indications and warning center. Note that the commander is a major general, 2 stars, the same as a division commander, not the normal 4 start commander as in Europe and the Pacific. It also does contingency operation planning. one example is the evacuation of US citizens from areas where violence breaks out. The troops executing the planning would come from US forces elsewhere.

Actually, to be clear, the theater CINC has 4-stars and he commands all military (Army, Navy, Air Force, Marines) deployed for operations in his theater (”kingdom”). Each subordinate military command under the theater CINC usually have lesser stars.
Each Theater (PACOM, CENTCOM, NORTHCOM, SOCOM, AFRICOM, etc) all are headed by a joint forces theater commander-in-chief. He is a 4-star.
Each military component of a theater command (Army, Air Force, Navy, Marine, etc) have commands dedicated to supporting that theater of operations. These commanders usually have less than 4-stars, not always, but usually.
In the case of USAFRICOM, the USAF and Navy component are headed by a 4-star, but that is due to the dual command responsibilities of those components. The US Army and Marines components have 2-stars.
Please go to: http://www.africom.mil/#, and then select the drop-down menu for “USAFRICOM Command Organization” you will see the various military components. One of those is US Army Africa. It is there you will see the report on the new US Army commander for USAFRICOM.
Since the article isn’t all that specific, the report is on who is taking over US Army African Command (a part of USAFRICOM). It is not a report on who is taking over USAFRICOM.

Well, except for the troops that Obama sent to central Africa (like the advisers sent to Viet Nam in the early 1960s). It was 100 in 2011, it's going to be over 3000 in 2013.
Nope, no mission creep in Africa. Nothing to worry about. Just keep reciting the propaganda, and you could be the next Walter Cronkite.

Thanks. However, usually such questions are posed from neo-isolationists spreading alarm about the US military being in hundreds of countries.
While I am sympathetic to that view, it’s usually just exaggeration. Having a few marines guarding an embassy in Third World hellholes is not the same as an airbase.
...We found U.S. military personnel on the ground in a whopping 148 countries — even more than Paul had said. (There are varying standards for what constitutes a “country,” so that may explain the divergence from Paul’s number.)
However, we should add a caveat. In 56 of these 148 countries, the U.S. has less than 10 active-duty personnel present. These include such obscure locales as Mongolia, Nepal, Gabon, Togo and Suriname.
By contrast, the U.S. has disclosed only 13 countries outside the United States and its possessions that are host to more than 1,000 personnel. They are: Belgium, Germany, Italy, Spain, Turkey, the United Kingdom, Japan, Bahrain, Djibouti, South Korea, Iraq, Afghanistan and Kuwait.
In addition, this is a snapshot of the global military footprint, so it may not include all temporary training missions and humanitarian assistance activities...
