How could he have been discharged honorably, but refused the right to re-up because of misconduct?

That seems a bit strange.

It does seem strange. He should have left with a general discharge if there was that much misconduct that he could not re-enlist. Oh the things that make you go, Huh?

He received a general discharge with no right to reup

A small distinction, but vitally important:

General Discharge is “under honorable conditions, but for the good of the service”, a euphemism for getting rid of misfits and potential discipline problems. Ineligible to enlist or re-enlist, even though no formal disciplinary action (such as court-martial) has been brought.

Used to be the kind of discharge given persons who were outed as homosexuals, back in the day of “Don’t Ask, Don’t Tell”.
