RICHMOND -- Crews are responding to a large fire at the Chevron refinery in Richmond.
Flames and at least two large plumes of black smoke are visible from as far away as the Bay Bridge and a shelter in place warning has been issued.

I have a friend working for Exxon and the biggest threats they face everyday are from environmental terrorists and their networks also are attacked by China thousands of times a day. They are trained for both types of attacks.

Will it take 6 years for Chevon to get permits to rebuild this causing them to shut er down?
Repairs typically do not require permits. However, their existing permit probably does mandate a fault review procedure. I can't imagine anybody in the City of Richmond qualified to conduct oversight on Chevron.
