It is the concept of foreign exchange student that troubles me most. I have never heard of a foreign exchange student at the college level. Have heard of plenty of foreign exchange high school students. If a college-level person goes to school in a foreign land, he is simply a foreign student. I don't know who would actually exchange a college-level student.
Why is the distinction important? Because the concept of a
foreign exchange student at the college level would be an easy way to discredit a researcher into Obama's past, especially if some operative planted the phrase.
