Are you saying the government is buying up the same ammunition (lead cored) that they want to ban?

It's a significant increase for whatever reason; amendment to the original solicitation or not. I suppose the reason DHS doesn't use an existing DOD contract is due to the massive quantities of “special” ammunition required.
