When I worked with the Soviets in the late 80’s, they were required to register knives. It was common for a person to make their own tools and if you made a knife and did not register it, the punishment was time in a hard labor camp.
But I assume the Russian Mafia has always had its own guns and knives...

In fact current Russian legislation allows many guns you won’t even dream about in America.
They don’t have “assault” ban. Most firearms over 2,5 ft in lengh aren’t prohibited as soon as it is not full auto. Caliber is limited as well at about .50 to leave no chance for citizens to claim legal ownership of mortars and other artrillery.
Thus, full auto rule is often overlooked by government in Southern Russia there people has to deal with muslim problem. There is a kind of don’t ask don’t tell about it. Most people has AKs in their basements and there is no legal action about it.
If one buys a surplus tank or APC (it was popular for agricultural purposed in earlier 90s) one has to remove armament and targeting equipment as well.
Handguns are very limited but you can get lisenced as a security guard and have your permit to carry.
