OPD offering gun buy-back program Saturday(FL)

The Ocala Police Department will host a gun buy back initiative from 10 a.m. to 2 p.m. Saturday inside the police community room, 402 S. Pine Ave.

OPD will accept all firearms; however, there will be a limit of only two gift cards per person, and gift cards will only be issued in exchange for functioning handguns.

In other words, if you bring in any other weapon, it will be accepted, but you will not get a gift card.

Most handguns turned in at these programs are old and barely functional, but a patriot might get lucky and find someone turning in a nice .38 snubnose or a war sovenier Luger, that he could offer more cash for than the police with their little $50 gift card.

Private sales are legal in Florida.

These turnins are nothing but political theater designed to delegitimize armed citizens. Their major practical results are to defraud widows of valuable property for a pittance while increasing the demand for new guns.

I wonder what would happen to someone if they didn’t like what was being offered and said; “no thanks” and took their property with them?

How do they l know its functional?

I'm thinkin, $50 gift card for stolen rusty Hipoint, trade the card+some crack and get me a stolen glock (head shakin sideways)

Recovery Act - Eward Byrne Memorial Justice Assistance Grant (JAG) Program/ Grants to States and Territories

Program Information

Program Number/Title (010): 16.803 Recovery Act - Eward Byrne Memorial Justice Assistance Grant (JAG) Program/ Grants to States and Territories Federal Agency (030): Department of Justice Authorization (040): The American Recovery and Reinvestment Act of 2009, Public Law 111-5, 123 Stat. 115 (the “Recovery Act”); Subpart 1 of Part E of Title I of the Omnibus Crime Control and Safe Streets Act of 1968 (42 U.S.C. 3750-3758);.

Objectives (050): JAG funds support all components of the criminal justice system from multijurisdictional drug and gang task forces to crime prevention and domestic violence programs, courts, corrections, treatment, and justice information sharing initiatives. JAG-funded projects may address crime through the provision of services directly to individuals and/or communities and by improving the effectiveness and efficiency of criminal justice systems, processes, and procedures.

Types of Assistance (060): Formula Grants; Project Grants Uses and Use Restrictions (070): Law enforcement programs related to criminal justice such as: prosecution and court programs; prevention and education programs; corrections and community corrections programs; drug treatment programs; planning, evaluation, and technology improvement programs; and crime victim and witness programs. Funds may not be used to supplant State and local funds. Additionally, not more than 10 percent of a grant made under this program may be used for costs incurred to administer such grant.

JAG funds cannot be used directly or indirectly for security enhancements or equipment for nongovernmental entities not engaged in criminal justice or public safety. JAG funds also cannot be used directly or indirectly to provide for any of the following matters unless the Attorney General or his designee certifies that extraordinary and exigent circumstances exist, making them essential to the maintenance of public safety and good order:

• Vehicles (excluding police cruisers), vessels (excluding police boats), or aircraft (excluding police helicopters).
• Luxury items.
• Real estate.
• Construction projects (other than penal or correctional institutions).
• Any similar matters.

To the extent (if any) that this Recovery Act program permits recipients to use funds for construction, renovation, or related projects, the recipient should be aware that special restrictions may be applicable under particular sections of the Recovery Act. For example, see section 1605 of the Recovery Act (Buy American), section 1606 (wage rate requirements), section 1602 (preference for quick-start activities), and section 1554 (special contracting rules). Recipients should also be aware of the requirements of the National Environmental Policy Act.

Under the Recovery Act, funds may not be used by any State or local government, or any private entity, for any casino or other gambling establishment, aquarium, zoo, golf course, or swimming pool.

Additional government-wide guidance that applies to Recovery Act programs may become available that could affect proposal narratives, time lines, budget requests, certifications and other matters, including appropriate uses of funds and restrictions on uses of funds. Interested applicants are encouraged to regularly check the OJP website for further information and updates. All recipients of any funding under the Recovery Act will be required to follow any and all applicable provisions of government-wide guidance that may be issued pursuant to the Recovery Act, even if that guidance is not reflected in this CFDA posting.

How can it be a "buy back" if the owners didn't get them from the police in the first place? It can be a buy, but not a "buy back." I guess the people who come up with this are of the mindset that everything belongs to the government, so maybe it IS a buy back in their minds - otherwise this is just a stupid term.
