I don’t believe that he was given a speaking slot at the convention but turned it down. I think he just wasn’t asked to speak but he is too pompous to admit it.
You may be right. Do you remember one of his last speeches before dropping out as a possible candidate? It was a speech in Vegas. He may have been drinking a little too much and was shouting out F-bombs while ranting on about Obama.
