It's not so much the quantity of ammo that concerns me, as the quality of the ammo.

You don't need premium ammo for practice.

If you simply had one idiot buying premium ammo for practice that would be one thing. You could just write them off as an idiot, but this is now 4 or 5 doing the same thing, and not all of them are idiots.
