IIRC, the magazine, Foreign Policy is subscribed to by just about every library of any size in the country, along with Foreign Affairs.
It is listed as "moderate" (non-partisan) in a Wiki rating, for what that's worth:

The comments on the article are full of p*ssing and whining libs who comprise a huge percentage of the readership and are used to having all “birther” exposure suppressed or denounced.

Correct! So it is MSM (owned by WaPo) and “considered” moderate...which makes the appearance of this article all the more amazing...at least to me!
The article doesn't even include the phrase “debunked birther”. It just plows right into what the Seal said about Barry's red diaper upbringing...which Barry admitted to in his own Ayers written bio...but the lefties are still screaming “racist” in the comments (pushing 1,000).

Your guess would be correct as to how a lot of the the readers took it. They are rabid haters of the military, Seals and America from what I can see as far as I got, but there are some patriots in the comments.

It is a given in this realm that ‘birthers are kooks.’ This article was written to set up Bailey and SOS as kooky and, by extension, paint the Special Operations OPSEC Education Fund with the same ‘kook’ brush.
