I think I read something in the 126 page document that this area will not require additional protection as it already is a wilderness area. Someone with more time maybe can find the reference.

Miller Peak Wilderness in the Huachucas, and Nature Conservancy lands west of there, toward the Canelo Hills. San Bernardino Wildlife Refuge in the Douglas area, and another whose name I forget in the Nogales/Ajo/Arivaca area.

So, what you say may be true. Regardless, The Center for Bio-Dumbness is going to continue to sue to keep us off the land.
