I think what he might have meant to do is distinguish statutory rape and violent rape (which he called “legitimate” to distinguish it from statutory where there is consent).

I've only seen the clip, but my impression was he meant 'legitimate' rape opposed to a woman simply saying she was raped in order to obtain an abortion. His contention was that biologically a woman's reproductive system shuts down during a rape, so conception wasn't an issue in 'legitimate' rape.

He had plenty of time to prepare that explanation for Hannity but failed to do it. Yours is another plausible explanation.
