My guess is they get their power granted to them from the Congress somehow.
How they worm through the wording of multiple mandates and loopholes is anybodys guess.
After we ask congress who grants them this power, we should ask for a tax code
explanation. We can start with page 67,291..

When laws and regulations become so complicated that our lawmakers do not understand
they should be amended to force re-establishment as punishment for Big Government.
Away from the usual "for the cheeldren" is all you need to know excuse.
