WASHINGTON Florida'sfast-growing Medicaid program -- which cares for the state's impoverished children and for most senior citizens in nursing homes -- would lose roughly a third of its federal money under budget plans embraced by Republican presidential candidate Mitt Romney and his running mate Paul Ryan.
Ryan and his Florida supporters say their version of Medicaid would save states drowning in health-care costs while still helping those most in need. It fits the vision of Gov. Rick Scott, who has refused to expand Medicaid under the new health care law, and Republican legislators, who want to turn the program over to private HMOs.
But critics warn that the Republican plan would devastate a program that serves 3.2 million Floridians and would force the uninsured to seek more costly emergency care while indirectly leading to higher insurance premiums for everyone else.
"In Florida, there's been such an effort to cut the program to the bone as it is that there's not much more they can do without cutting vital services," said Laura Goodhue of Jupiter, executive director of Florida CHAIN, a health-care advocacy group.
Jeannette Ramos, 30, a single college student in Plantation, says Medicaid cutbacks already have made it impossible to get dental care and some medication for her 5-year-old daughter, who has endured seven surgeries and suffers from Down syndrome. Further cuts, she said, "would be a disaster."

Of course the Dems will be running around screaming how Republicans don’t care about children or poor people. This argument will resonate with a lot of people, especially the elderly and single, uninsured parents. How do we win the Medicare/Medicaid debate?
“My name is Barack Obama, and I approved this message.”
SnakeDoc
wow. Barf alert for sure.
Don't worry, dearie. Under Obamacare your daughter would already be at her limit for surgeries given her life expectancy. At this point just do the right thing for yourself and your Party, and just put her down.
Leave it alone and focus on the economy.
I agree but the dems feel like they can win this debate. They know they can’t win on the economy.
And they might. Everytime I hear the republicans want to arbitrarily cut Medicaid that helps the poorest of the poor, it makes me want to vote against the Republicans.
And my opinion on the whole thing is that Ryan is trying to balance a budget that reflects a severely impaired economy. Fix the economy first, and you don't have to be as drastic when fixing the budget.
Besides part of the budget issue is that War Costs, TARP and Stimulus spending have all been baked into the baseline.
Bush used to keep War costs separate. One of Obama’s first act was to merge the war costs into the general budget. I’m not sure about the impact of TARP since it was mostly loans that would affect the balance sheet, it may not impact the budget baseline. But the stimilus program that was sold as a one-time thing, was baked into the spending baseline so it became a $700B annual expense.
Those are the first things they need to excise out of the budget.
YEP....someone needs to tell “Jeannette” that her daughter wouldn’t even be alive .... IXQUICK the “Complete Lives System” to see THEIR real plans. Or read this article: http://online.wsj.com/article/SB10001424052970203706604574374463280098676.html
>Everytime I hear the republicans want to arbitrarily cut Medicaid
We HAVE to cut medicaid or else it will end up consuming everything that we have.
Free medical has to seriously limited.
Free anything has to be seriously limited.
Because nothing is free, they just take wealth from people who have it to pay for this boondoggle.
Spread the misery equally - ever hear that?
You go ahead and vote however that you please...
No it won't. We spend a little over $1 trillion on healthcare but Medicaid is less than half of that. And if we fixed the economy so that people had jobs, they would come off of Medicaid and onto private insurance.
We spend another trillion on pensions for federal employees. We spend 40% of what we spend on Medicaid on Federal education to indoctrinate kids that they probably have a different sexual orientation.
We might need to roll back the expansion of Medicaid that is in Obamacare. Arbitrary cuts to Medicaid is a losing election platform.
I pay about $650.00 a month now for health insurance, with a 2K deductible before any insurance at all kicks in.
I pay cash or make payments to the medical practitioners I do see. I see them very rarely, because I don't have a lot of money left over for any actual healthcare in my budget, after paying insurance premiums.
I wonder how much that 30 year old college student pays each month for her Medicaid coverage?
Why not phase out the entire medical insurance middleman industry, and revert to people paying for actual healthcare services rendered?
That way, we all pay our fair share!
Instead of the way it is now, where I am deeply in debt, but someone else just gets it for freeeee!
If you bothered to look at the link, or consider the context of the thread, you would have known I was talking about the federal government.
Instead of cutting Medicaid, they need to fix the structural issues in the economy. Raise the import tariffs back up to historical norms. Restore Glass-Steagall to make banking more stable. Drill our own energy. And cut down on the excess labor supply by closing the border and deporting illegals.
Romney\Ryan are approaching this wrong. They are focused on what can be done in the budget to fix the budget. They need to focus on what can be done to help the economy and that will fix the budget.
Medicaid will fall automatically when people get jobs and switch to private insurance.
I have confidence that any approach Romney/Ryan will make to begin to “fix” the structural problems in this nation, will require painfull, across the spectrum, massive cuts to all nonessential Federal programs and agencies.
Defund the Department of Education alone, and “they” could divert those allotted tax dollars, the budgeted funds, to fairly compensate healthcare providers for charity care. (oh, wait, there hasn't been a budget for almost 4 years, has there?)
But wait, why is the Federal Government involved with charity at all?
Immediately discontinue USA Federal Government funding for all non-USA entities. Start with expelling the UN, and the next step would be to fire the entire State Department staff.
Secure our own borders.
Re-station our military forces across our own land borders, instead of the Korea's and NATO’s.
I already know Romney/Ryan won't do what absolutely needs to be done.
They can only make a last ditch attempt to stop another World Wide War.
Another Obama term guarantees one.
Either way, there will eventually be no Medicaid program at all, untill people like you learn to comprehend the nature of reality.
Really? Not cutting Medicaid will lead to a world wide war!?
“People like me” aren’t buying it.
Fortunately the father of Obamacare and gay marriage isn’t likely to make the kind of wrong headed draconian cuts to the poor you call for. That would probably result in a popular rebellion that would result in something far worse than Obama.
Romney’s call for energy independence is a good move. It’s not exactly on target but it’s close enough. And it’s lacking details. And it’s only one leg of at least 4 structural components that needs to be addressed.
As for your amateurish attempt at straw man arguments, LOL!
Before you were born, this nation enjoyed several centuries of courageous men and women, seeking their own personal freedoms, who came to this nation to join together with like minded individuals, no matter their race, creed or nation of origin.
I don't think you fit in well here in the USA.
