Most cops don’t get a lot of range time. To be honest when it is cop day at my local rifle range, many don’t practice good gun safety or habits.
I thought I read somewhere that Johnson was hit 6 times. Not very accurate shooting by the police given a man-sized target and sixteen rounds fired. As I have learned in many CCW classes, once you fire a round you cannot get it back, so know your target, and what is behind it. Sad to say that the police must not learn this in their training.
