There are at least 4 possibilities.
It has somehow become more acceptable among blacks to jaywalk, thus more tickets.
The police discriminate on issuing tickets.
The police are concentrated in black areas for reasons not related to jaywalking, which happens to lead to more black jaywalking arrests.
Blacks are walking more than whites.

Someone needs to string some cameras up to quantify what really is going on. I certainly wouldn't jump to the conclusion that police are discriminating based on the two stats.

Well, they certainly do discriminate. I know for a fact that in a certain neighborhood of Chicago (supposedly one of the top 25% of the safest neighborhoods) cops routinely stop black kids who are doing nothing at all but walking to the neighborhood store and demand identification and to know where they're going and what they're doing, in the daytime, and in the absence of any reason other than that they are black. They may or may not tell them to empty their pockets.

My high school junior was going a few blocks away to a Chinese restaurant to pick up an order of rice and chicken when a cop stopped him, told him he had robbed someone, put him into the car, and carried him several blocks away in the other direction from where he had come and showed him to someone who said in a somewhat annoyed fashion, indicating he thought the cop hadn't really listened to the description of the assailant other than that he was young, male, and black, "That's not the guy!" The cop asked him if he wanted a ride back to the Chinese restaurant. He said, no, he'd walk. The cop insisted on driving him back there so he could be let out of the back of the police car on the busiest street in the neighborhood. He told me that's when he realized that if that person had been as undiscriminating as the cop or just didn't care and lied and said, "Yeah, that's him," he would have been totally screwed for absolutely nothing. That's why I've told them repeatedly they should dress nicely, not walk in groups, not walk with anyone from school who could possibly have any gang connections, walk like they're going somewhere, and not hang around anywhere.

You missed a possible reason...

Jaywalking codes might be selectively enforced in certain areas against certain types to discourage them from being in neighborhoods - it happens all the time.
