I agree with you completely.

It’s a fact that the word health has been stretched by some to mean virtually anything, but I don’t agree that this is necessarily what Romney means and I certainly don’t see any evidence of this is the article that was posted.

It's been stretched by the United States Supreme Court to mean virtually anything:

"the medical judgment may be exercised in the light of all factors - physical, emotional, psychological, familial, and the woman's age - relevant to the well-being of the patient. All these factors may relate to health." - Doe v Bolton, January 22, 1973 (the same day as Roe v. Wade)

but I don’t agree that this is necessarily what Romney means

Either he knows the history of the "health" exception, in which case his lack of clarity is deliberate duplicity - or he doesn't, in which case he is shockingly ignorant about this vital issue.
