Arpaio can't sue the feds for lawyer fees and court costs for frivolous prosecution, but he can sue any Commie Latino that files a frivolous civil suit for that and compensatory/punitive damages.

SR's suggestion had nothing to do with Hoover's proclivities but you chose to associate Sheriff Arpaio with that instead of the comment's original intent. Putting him in charge of the Federal Bureau of Investigation. Get it?
