Keep in mind the Administration has already run a false-flag op against the Second Amendment (Fast and Furious).
It may sound 'out there' but I would not put it past them to take chances with injuring (or worse) Biden to blame it on their political adversaries, especially with the priming of DHS and DOJ that American conservatives are "homegrown terrorists".
Other sightings and actions from ammo purchases to armored vehicles to homeland drones add pieces to the puzzle.
Hillary could step in as VP candidate, and would add to a flagging ticket which has claimed to retain power by any means possible.

Maybe not. If mounting a 'false flag' operation, it would be handy to be able to walk in hauling the right weapons, listening on the right frequencies, and wearing the right gear. Especially if the 'missing' gear is off the inventory back at the shop and can't be traced, except to the absent u-haul. The theft could be blamed on anyone from Illinois NeoNazis to the campfire girls, and planted to back that up at just the right location.

The U-Haul was recovered in an apartment complex earlier today. It appears as though it was stolen so someone could move his furniture into his new crib. All of the secret service equipment was still in it.
