Yep, in the time I have been watching conventions...they really don’t spell out specifics.

Maybe Kudlow lurks on FR.

If so, that would explain his nagging worry that Romney is not fully committed to a conservative, supply-side, market-oriented economic policy.

After all, the Convention was an ideal platform to lay it all out and make the sale, wasn't it? So, why would he hold back?
